"Stellar Patrol" - Russian Exoplanet Telescope Empty

On the fifth page of this site, a proposal for a 1.5 metre telescope is proposed for direct exoplanet imaging spectroscopy.

I'm not really sure if it's supposed to be attached to the Russian segment of the International Space Station or if it's a free-flying observatory, or if both ideas are presented as options/alternatives.

Projected launch time is 2025.
