Provided there is sufficient carbon dioxide in the atmosphere, the water on a tidally-locked planet may end up in a wetland/oasis near the substellar point, surrounded by hyper-arid desert.

This requires the planet to be sufficiently slowly rotating, so maybe a possibility around early-type M dwarfs/late K stars?
