Maybe planets in 2:1 resonances with hot Jupiters are just rare. Is there any reason why they should be super-Earths? If they were common, we perhaps should have found resonant hot Jupiters.
But then again, hot Jupiters don't seem to favor multiple-planet systems as far as we can tell.
Maybe TTV's are rare because the conditions in which they may arise are rare.
