If a said rocket has a 10,000 kg LEO capacity does it have a set Trans Lunar Injection capacity or can this vary significantly with the design of the vehicle.

I would figure that would depend on the Lunar departure stage, what it's mass is, etc. You might get a more complete answer on the NASA Spaceflight Forum
